In 1911, the occupants of this house were Robert and Emily Legg. They had two daughters who I believe are the girls in the photo:
Olga Legg (later Olga Bishop - born 1899) and her sister Mary Legg (later Mary Larkworthy - born 1901). All of them are buried at Avondale Cemetery here in town. The woman in the photo might be Emily Legg herself, but she looks like she could be older (the girls' grandmother perhaps?)
The house changed hands sometime around 1912, when Emerson Evans bought it and lived there with his newly-wed wife and newborn daughter for a few years. Source: Alison Mitchell-Reid FB
